Incident Committee and the Incident Management Protocol


LF&G Range has an Incident Committee that manages any reported incident on the range. 


Submitting an incident report can be done at the lock box located on the gate trailer,   by email:

The following is the official LF&G Range, Incident Management Protocol. 

 

The Incident Committee(IC) is a sub-committee of the Range Operations Committee (ROC), a group of seven range members chaired by an Incident Committee Chairman (ICC).  Members shall serve for a period of three years, are appointed by the ICC and prospective members shall be approved by the Range Chair. 

 

 

Guiding Principles of the IC policies and procedures:

 

1.     Protocols shall be amended in consultation with Range Operator.

2.     Incidents will be administered in an uncomplicated manner.  Incident reporting should not be adversarial in the case of the small "i" incidents that require simple correction or gentle education so as to preserve a visitor-friendly atmosphere that promotes a non-threatening learning environment.  Range officers are advised to use discretion with their delegated authority.

3.     Any violation of Range Rules or of the criminal code constitutes an incident. 

4.     Transparent and accountable to the range chair and the ROC.

5.     Communication of information that is gathered shall be with complete discretion when it involves the plaintiff, the perpetrator or witnesses to protect confidentiality of information (FOIP).

 

Process:

The protocol has four parts:

1.     Incident Reporting

2.     Investigation

3.     Facts Review

4.     Recommended Judgment

 

Incident Reporting: 

Only an RO can file an incident report!  Forms are available in a weather proof bin at the trailer and on the ranges.

          Procedure for submitting an incident:  RO completes form with        options to put it in the slot, fax it, phone it in or email it.  Contact person for this is the (ICC). 

          NB:  The overriding principle is that any violation of a range rule or          criminal code constitutes an incident but practically the RO may need to     make an arbitrary judgment based on “common sense” solely on their   own or in conjunction with another Range Officer at the scene and other witnesses to the incident.  Understanding that new shooters, guests and youth are on a learning curve and there needs to be room for education and correction (see principle #3). 

 

Review Process:

Prior to taking any action, ICC has a conversation with the Range Operator advising of the incident and based on the gravity of the incident a course of action is determined. 

 

The course of action will always involve contacting the plaintiff but may include:

 

1.     Some education of the plaintiff that the incident is of a small “i” nature and therefore, no action required.

2.     ICC delegating action to another IC member with direction from the Range Operator and/ or ICC.

3.     Electronic polling of IC members to discuss the course of action and delegate the tasks of investigating the incident.

4.     Calling a meeting to discuss the course of action with or without the Range Operator to delegate investigation tasks including:  checking video cameras, swipe card log information, contacting the incident plaintiff to confirm and obtain more details and contacting witnesses.

 

Facts Review:

This can be done by email, phone conference or meeting once all the data has been collected on the case.  Categorizing the incident as being either minor or major will depend upon the circumstances etc.  A list of sample incidents is listed and categorized, however depending upon the circumstances a minor incident could become a major incident:

         

Minor Incidents:

          -  Wrong firearm on wrong range

     -  Inappropriate targets

     -  Shooting inappropriate places e.g. Target on a post

     -  Improper firearms handling

     -  No day pass

     -  Out of hours use of range

     -  Consumption of alcohol or drugs prior to attending

     -  Not using lights on Range 2

     -  Not cleaning up after themselves

     -  Disrespect towards the RO or other range users

         

Major Incidents:

-         Unsafe handling of firearm

-         Vandalism, mischief

-         Trespass

          -  During the day

          -  During the night= criminal code

-  Lending swipe card to another person

-  Consumption of Alcohol or Drugs

         

Recommended Judgment:

  1. Verbal warning
  2. Suspension for up to three months and attend a second RO course at their expense.  As a guideline, an incident needing more than a three month suspension should fall under the major incident category.
  3. First, second and third minor incidents rule: first offence the perpetrator gets a warning, second offence gets a temporary suspension and re-attends the RO course, third offence they lose membership privileges indefinitely.
  4. Any time law enforcement is involved, immediate suspension of membership

 

The recommended action will be communicated to the Range Operator and the appropriate action taken.

 

There is no appeal process at this time.
